I disagree because a 64 rating is a 64 rating.

How did it come to light that this one guy has such a drastic difference?
What are his ratings in the other schemes you mention?
Are you checking for this discrepancy with all players that are posted?

Actually, yes I am checking the other players. Arthur Jones' overall fluctuates by almost 20 points whether you're 3-4 or 4-3.
